China issues safety advisory for citizens travelling to India

BEIJING, Jul 8:  Amid bilateral tensions over the Sikkim standoff, China today issued an advisory for its citizens travelling to India, asking them to take necessary precautions for their personal safety.

"It is not a travel alert. It is an advisory asking Chinese travellers to be careful," an official of the Chinese Foreign Ministry told PTI here.

The advisory asked Chinese people travelling to India to pay close attention to the security situation and take necessary precautions.

The advisory, which is in Chinese and has today's date on it, was issued through the country's Embassy in New Delhi.

It asked Chinese travellers to pay close attention to the local security situation, improve self-protection awareness, strengthen security, reduce unnecessary travel, pay attention to personal and property safety as well as to provide advance information to family and friends.

The Chinese travellers should pay attention to the situation, keep the communication open, carry personal identification, strictly abide by the Indian laws and regulations and respect local religious customs, the advisory states.

It also provides phone numbers of the consular section of the Embassy in case of emergency.

On July 5, China had said that it will decide on issuing a travel alert for Chinese citizens visiting India depending on the security situation, playing down reports in the official media asking Chinese investors to be on alert in view of the standoff in the Sikkim section.

China and India have been engaged in the standoff in the Doklam area near the Bhutan tri-junction for the past three weeks after a Chinese Army's construction party attempted to build a road. Doka La is the Indian name for the region which Bhutan recognises as Dokalam, while China claims it as part of its Donglang region.

Of the 3,488-km-long India-China border from Jammu and Kashmir to Arunachal Pradesh, a 220-km section falls in Sikkim. PTI

 

 

 

Eight people survive boat capsize

Roing, Jul 8: A boat capsized while trying to cross a diversion of Dotung River, 14kms from Bijari here on Thursday last. There were eight people on board.

Survivor Asha Lakra from Dambuk, while narrating her ordeal informed that the Sumo service that they boarded from Dambuk to Roing had promised them that they would cross the river which has huge currents during this time of the year, on elephants. However, to their dismay, they were forced to get into a small dingy boat on reaching the river, despite the presence of elephants, which have been the safest source of crossing the river in the area during rainy days. " Eight of us in a small little boat meant for two", she said adding that all their pleas for taking them via elephant as the boat was too small and cramped went unheard.

Reportedly, just as the boat had started moving, it started filling with water very quickly and before they could think of anything, the boat capsized, throwing all its passengers into the water. Lakra informed that all she can remember before losing consciousness is that she was under water and the old boatman was holding onto her by her wrist.

As per reports, the passengers were fished out from the water, at least a good 2 kms away from where the boat had capsized.

Three young men who later introduced themselves as labourers from PWD Assam came to their rescue after hearing the commotion from their camp that they had set up near the river bank, informed Lakra. They were later taken to their camp where they were offered water to drink while they rested, exhausted from their life threatening experience.

These three brave men jumped into the water to save the drowning passengers as they could not get hold of the rope by which they first attempted to pull them out, informed Lakra.

All property of the passengers were lost in the river.

Although a very grievous situation was averted because of the intervention from the brave men, the real question remains why the administration gave permission to dingy boat to operate in such weather conditions when the water level is high and very dangerous with high currents.

 

 

 

Education Dept starts transfer of teachers

ITANAGAR, Jul 8:  The Education Department, while effecting mass transfers has stated that unequal distribution of teachers in various schools in the state is adversely affecting the academic health of the schools with majority of teachers in Capital complex and district headquarters.

It issued en mass transfer orders to 268 Primary Teachers and Trained Graduate Teachers within Capital Complex.  

Another 563 teachers have been transferred in West Siang, East Siang and Lower Subansiri, the release added.  The department also made it clear that excess teachers from these districts would be transferred to districts with fewer teachers.

The teachers who are on verge of retirement are exempted under the process of rationalization. The department also stated that in districts with access teachers, the number are not equally distributed leaving many interior schools short of teachers.    

The respective DDSEs have been authorised to issue transfer order within the district. However, they have been restrained from carrying out any changes. An exercise was carried out in all 3317 schools across the state to know the exact figures of teachers in each school.

 

 

 

All four bodies retrieved

ITANAGAR, Jul 8:  The bodies of Lt. P. K Singh and Flight Engineer Sergeant Gujjar were retrieved on Saturday near Hos Talam, in Papum Pare by the search teams.

The bodies were flown to IAF base at Tezpur for last rites.

The IAF helicopter, on a mission to rescue stranded people in Arunachal following road blockades had taken off from the Pilputu helipad near Sagalee in Papum Pare district at 3.48 pm on Tuesday for Itanagar. The remains of the chopper was found a later. It took three days of climbing down tough terrain to recover the bodies of those who perished in the crash.

Mortal remains of IAF personnel Wing Commander M S Dhillon and Lt Constable Nada Umbing were retrieved on Friday.

Wing Commander Dhillon's last rites were held on Saturday while Lt. Ct Nada Umbing will be laid to rest in Ziro on Sunday afternoon.

The search team comprised of six Dy SPs, 26 STF Commandos and 24 villagers from Hos Talam.  

SP Papum Pare Tumme Amo informed that Inspector (T) M.K. Tripathy, a member of the search team was injured during the search operation.

 

 

 

Demand for prompt investigation to arrest journo attackers

ITANAGAR, Jul 8: Arunachal Pradesh Congress Committee (APCC) has demanded immediate arrest of the miscreants, who attacked the Associate Editor of The Arunachal Times inflicting grievous injuries.

Ranjit Sinha was attacked on Friday while he was returning home from office by four people. Police are yet to arrest anyone.

Condemning the incidents in its strongest term, APCC demanded that the culprits involved in such ghastly act should not be spared and they must be nabbed immediately and handed with exemplary punishment so that none dare to commit such crime in future.

Expressing serious concern over growing hostility against press persons, the Party further demanded the State Government to make provisions of providing security to press fraternity and also develop a foolproof mechanism to check criminal activities.  

The party alleged that the concern raised by the people of the state through different media to improve the deteriorating law and order situation has fallen on deaf ears. It also accused the state government of playing with the life of the ordinary people by not taking any measures to contain the prevailing situation.

The Arunachal Pradesh Literary Society (APLS) has strongly condemned the physical assault on senior journalist and assistant publicity secretary of APLS Ranjit Sinha by unidentified miscreants.

APLS president Y D Thongchi and general secretary Batem Pertin, in a joint statement here, condemned the incident in its strongest terms and demanded the concern authority to take action against the culprits involved in the crime.

The All Arunachal Pradesh Public Transport Federation (AAPPTF) has condemned the incident and has demanded the state government and police to arrest the culprits and put them behind bars.

This is a matter of serious concern for the freedom of Press in a democratic country like ours. Justice should be served to the victim and stern action should be taken against the miscreants so that voice of the media is not muzzled, said a press release.

 

 

 

Orgs ridicules APCC on JE Interview

ITANAGAR, Jul 8: Organizations has questioned the Arunachal Pradesh Congress Committee (APCC) for opposing the govt move to transfer recruitment process of RWD junior engineers to Arunachal Pradesh Public Service Committee.

Chief Minister Pema Khandu recently had cancelled the scheduled interview of junior engineers of RWD. The Unemployed Arunachal Engineer's Association (UAEA) termed the decision of cancellation as historic and bold step.   In a statement, the unemployed engineers stated that bold step taken by CM would induce competitive temperament among the aspirants.  

Meanwhile, Arunachal Pradesh Non-Registration Contractors' Association (AAPNRCA) on Saturday also ridiculed the statement APCC stating that it  shows the real face of the Congress party.

The APCC in its statement had termed the decision as immature and demanded clarification. The AAPNRCA said that instead of appreciating and welcoming the wise decision, APCC is indulging in cheap publicity politics.

ITANAGAR, Jul 8: Common citizens are already paying the Govt for buying every commodity and goods from the market. We pay the Govt for buying Petrol/Diesel, for roads, for licences (Trading/Industry/driving licences), Service Tax, Entry Tax, CST, VAT),  for vehicles (Registration, Plying Licence, Fitness certificates, Pollution certificates). We pay for Stamp papers. Every time we register an affidavit/lease deed/sale deed, we pay the govt.

We pay the Govt for electricity, water, municipal services. We pay the Govt for eating in a restaurant, going to a beauty parlour, watching a movie, flying in a plane. We pay for visiting a zoo, visiting a historical centre or a museum. Every time we use credit/debit card we pay the govt. There are toll plazas collecting taxes for using various roads and bridges. In fact we are taxed before birth and even after death!

If we have to construct houses, in addition to paying for cement, rods, tin sheets etc we have to pay for Gitti/Ballu, Stones etc. Today we have to pay for picnic spots also! The only thing available free for all is probably only ‘Air’!

To add to all these, we have to pay for many types of routine forms issued by the Govt like Treasury Challan, Pollution forms, Trading licence forms, Application forms etc. Citizens have to pay for ST/PRC forms, school admission forms etc. Patients pay even for OPD Registration in General Hospitals. The system is such that many officials are charging for stamps and seals. The officer signs inside the office and stamps/seals are put outside the office by staff with charges varying from Rs 100 to 200/- per stamp/seal. Regarding medical fitness certificate for driving licence/students, the signature of the doctor maybe free but we have to pay for the stamp/seal at the office!

The other recent phenomenon is ‘Processing Fees’ charged in many offices. For most of these ‘almost legalised’ fees no receipts are provided. These ‘Legal Fees’ are taken by many officials with a straight face and without any guilt or remorse! It is surprising that common citizens pay these ‘Legal Fees’ without opposition. To add to these are the unaccounted charges at various Check gates and Nakas.

It is estimated this disruptive parallel economy is worth hundreds of crores! With this money collected from villagers and innocent public, the govt can finance infrastructure projects like roads, water system or school education can be made free!

Is the govt so poor that there is no money for stationary charges for routine forms like ST/PRC/OPD Registration etc? Are we so poor that we have to charge the common citizens for seals, stamps and signatures? One solution maybe is to fill up these forms online!

Like they say “There are no Free Lunches...!”. The only silver lining seems to be the fact that at least Arunachalese do not pay Income Tax! (The writer is a retired Group Captain of  the Indian Air Force)

 

 

 

Bongkhar cut off

TAWANG, Jul 8: Bongkhar Circle under Tawang district is cut off from rest of the country. The circle has been cut off since Saturday after a large portion of link road between Bomja and Kharung was washed away due to incessant rainfall over the last few days triggering heavy landslide.

Further, extensive damage has also been caused to several paddy fields in Pakkarchang area under Bomja as reported by CO, Bongkhar. DIPRO

 

 

 

Lok Adalat settles 196 cases

ITANAGAR, Jul 8: National Lok Adalats held on Saturday across the state settled 196 cases of civil, criminal and bank recovery and realized compensation of Rs 77,61,849 from the defaulters.

The Itanagar Bench of Gauhati High Court also conducted Lok Adalat in the High Court premises presided over by Justice Ajit  Borthakur, wherein a total of  nine Motor Accident Claims Appeals were taken up for hearing.

The Justice expressed his displeasure over absence of the insurance companies during Lok Adalat for settlement of the motor accident cases.

Later, the Justice along with APSLSA Member Secretary Budi Habung, Registrar, Itanagar Bench,Gauhati High Court Nani Grayu, Joint Registrar P.B.Dutta and Deputy Registrar RN Barman visited the District Court, CJM Court and JMFC Court at Yupia  to witness  Lok Adalat.

The Courts of District and Sessions Judge of Yupia, Tezu and CJM courts of Ziro, Seppa and Yupia, Judicial Magistrates courts of Yupia, Tawang, Yinkiong conducted the Lok Adalats on Saturday.

 

 

 

 

Lod Akash adjudged ‘Mr. Apatani-2017’

ZIRO, Jul 8: Lod Akash was adjudged winner of the 'Mr. Apatani-2017' title while, Radhe Gyute and Tage Kuru were declared winners of the first and second runners up title of the contest which was organised by the Central Dree Festival Committee (CDFC) on the eve of Golden Jubilee Dree Festival celebration, here at Dree Ground on Friday last.  

The winners got a cash award of Rs 50,000, Rs. 30,000 and Rs. 20,000 respectively along with a trophy each. Akash had also won the 'Mr. Personality' subtitle along with a prize of Rs. 10000. He will also get direct wild card entry for the 'Mr. Arunachal'.

Other subtitle winners were; Koj Nichi (ramp walk), Tamo Moda (Mr. Popularity) and Kago Tagang (Mr. Congeniality). The best costume designer award went to Nancy who was presented with a cash award of Rs. 20000.

Attending the fourth day of the Golden Jubilee Dree festivity in Ziro, Parliamentary Secretary Likha Saaya informed that the Divisional Commissioner, West will be functional soon at Yachuli, reports DIPRO.

Later, he donated Rs 10 lakhs to the Dree committee and gave away his two and half month's salary to the cultural troupes and the goam buras.

MLA Pange Bage called upon the youths of the valley to be forerunners in preserving the culture and the traditions passed on them from their forefathers. He cautioned the youths to keep away from drugs.

He also donated Rs 8 lakhs to the development of sanitation in the Dree ground and Rs 1.5 lakhs to the cultural troupes and goan buras.

Chief Patron Central Golden Jubilee Dree celebration committee Tage Taki informed that Chief Minister Pema Khandu while expressing his inability to attend the festivity due to road blockages wished the Apatanis a joyous and memorable Dree festival.

 

 

 

Flooded Siku threatens bridge

PASIGHAT, Jul 8: Flooded Siku River is posing serious threat to Mebo area in East Siang as the bridge on NH 52 has been facing huge erosion because of the flood waters.

The bridge along National Highway-52 between Ayeng and Mebo has been continuously facing huge erosion for the last couple of years.

According to official sources, maintenance of the road and bridges was handed over to the State Highway department by the BRO/BRTF on July 5.

Meanwhile, BRO and GREF officials, officials from administration, engineers of WRD and PWD (H/W) and representatives of TK Engineering, PHC and BIPL construction agencies and ZPMs of Mebo discussed necessary preventive measures after the rains inflicted huge damages to the approach road joining the Siku Bridge in a meeting on Friday in Pasighat.

Mebo MLA Lombo Tayeng, who initiated the meeting, observed that during the last couple of years, the turbulent river has washed away fertile croplands and habitations along the bank and now bridge is in danger.

We need concerted efforts to ensure that road communication is not disrupted, he said as he suggested anti-erosion measures.

He appealed the attending defense forces, builders to extend all possible helps and supports to the WRD and Highway engineers by providing manpower and machineries.

Earlier, Deputy Commissioner Tamiyo Tatak said that bridge on NH 52 is vital for national security as the road connects international border.

 

 

 

Parent-teacher association meet resolves to strengthen education system

PASIGHAT, Jul 8:  In a parent-student association meet of Government Higher Secondary School, Borguli under Mebo Sub-Division on Friday, both parents and teachers agreed together to strengthen the education system of the school while implementing CBSE's 75% compulsory minimum attendance, regulating students at home for studies etc.

Addressing the large number of parents who participated in the discussion, Deputy Director of School Education, Pasighat, Jongge Yirang advised the teaching community to put extra effort in moulding the future of the students while imparting best of knowledge to them. Yirang also sanctioned a sum of Rs. 1 lakh for water management at the school.

Many of the parents and PRI leaders donated ceiling fans and cabinets to the school.

During the meeting, GHSS Vice Principal, Maktem Perme spoke about problem faced by the school while, Principal, Biyon Yirang highlighted about re-modelled assessment of CBSE exam and also appealed to the parents to play a proactive role in regulating the students at home so that they  could concentrate on studies.

GHSS, Borguli has been running without Senior Teachers for many years.

 

 

 

Meeting regarding 12th Pakke Kessang bye-election held

SEPPA, Jul 8: An interactive-cum-orientation meeting regarding the ensuing bye-election to the 12th Pakke Kessang Assembly Constituency (ST) was convened by East Kameng Deputy Commissioner-cum-Returning Officer, Rajeev Takuk with ERO, AERO and nodal officers, here on Friday last.

Briefing on the assignment of duties among officials, and dos and don'ts to be observed during election, DC-cum-RO, Rajeev Takuk spoke about the Model Code of Conduct and roles and responsibilities of ERO, AERO and nodal officers assigned with various tasks. While enquiring about the strong room and counting hall, Takuk instructed the concerned nodal officer to repair and make necessary fortification of the strong room.

To monitor complaints and instil sense of duties among the government officials during election, he advised the nodal officer (complaint redressal), Dahey Sangno to maintain two separate registers, one each for general (public) grievances and govt. officials respectively. Cautioning against dereliction of duties during election, the DC directed to initiate action against those under-performing and non-complying govt. officials under relevant provisions of RP Act.

Further, suggesting for zonal and sector-wise division of the constituency, Takuk instructed for deployment of additional reserve polling teams to be used during any exigency.  

CDPO, Dorjee K Thungon through a power point presentation, elaborately briefed the nodal officers about their roles and responsibilities which include training, media, SMS & communication, computerization, expenditure monitoring, material and labour management, complaint redressal, EVM/VVPAT, manpower management, reporting and forms, MV/Tpt, logistics, strong room and counting hall and others.

Taking part in the discussion, DDSE Kata Rangmo and Project Director (DRDA), Dahey Sangno suggested for manual randomization of polling personnel for difficult polling stations and deployment of reserve polling teams to tackle situation in case of re-poll.

 Meanwhile, DC Rajeev Takuk has instructed the telecom operators (Airtel, Vodafone and BSNL) to provide uninterrupted telecommunication services to the district. (DIPRO)          

 

 

 

Villagers agree to take part in tendering process

PASIGHAT, Jul 8: The villagers of Namsing under Mebo sub-division have reportedly agreed to participate in the process of tendering of the Taro Tamak Ghat following a meeting convened by East Siang administration at the initiative of local MLA and Advisor to Chief Minister Lombo Tayeng recently.

Addressing the meeting, Tayeng elaborated the reasons of issuing the Ghat tender notification and government responsibility to maintain the security and safety of commuters.

Informing that out of the 15 river ghats listed for auction by the government, Taro Tamak Ghat has only been objected, Tayeng appealed to the villagers to abide by laws and to cooperate with the administration in all fronts for development.

Deputy Commissioner Tamiyo Tatak, who chaired the meeting, assured that matter relating to registration of ferry, issuance of fitness certificate, plying permit and insurance certificate etc. would be taken up with the higher authority so that these could be done at Pasighat instead of Assam.

As per demand of the people of Namsing to reduce the tender amount, Tatak assured to constitute a board comprising Mebo ADC and CO to examine comparative rates of neighboring ghats.

He sought cooperation from the members for bringing all round development and advised the Gaon Buras to represent the government in true sense and kebang be conducted impartially.

ZPC Kaling Dai appealed the people to be partner of development. There may be issues but it could be amicably resolved, said Dai.

DTO (MV) Chakfa Wangsu, who also is the district nodal officer of "Inland Water Transport" of East Siang District, explained the Rules and Regulations framed by the government and obligation of the department to tender the Taro Tamak Ghat.

After threadbare discussion, members present in the meeting agreed to participate in the free and fair tender process to be conducted by the District Administration for the auctioning of the Ghat. DIPRO

 

 

 

 

Anti malaria nets distributed among villagers  

ZIRO, Jul 8: Long lasting insecticide nets were distributed to the villagers as part of an awareness campaign on malaria and other vector-borne diseases, conducted by the District Health Society in collaboration with CSIR- Indian Institute of Chemical Technology, Tarnaka, Hyderabad at the community hall, Hanoko Hong village here on Friday last.

Parliamentary Secretary Food and Civil Supplies, Tage Taki who attended the programme appreciated the efforts of the District Health Society in creating awareness on various vector-borne diseases. He advised all to protect themselves from mosquito bites by using repellents and wearing long-sleeved shirts. While highlighting the importance of Mission Indradhanush program, he appealed to all to ensure that their children avail the benefits of the immunization program.

Deputy Commissioner, Kemo Lollen in his address urged everyone to keep their respective surroundings clean to help realize the Swachch Bharat Abhiyan in its true spirit.  He further stressed the need to regularly carry out IEC programs to create awareness on health and hygiene issues.

DMO, Dr. Tage Kano underscored the importance of ASHAs in community health programs and said that ASHAs should also actively get involved in motivating the villagers to keep their surroundings clean.  ZPM, Nitti Tilling Sambyo also spoke on the occasion.

Scientists Dr. Srinivasa Rao and Dr. Madhu Sudan, who have been doing research on malaria in endemic areas all over Arunachal Pradesh for the past ten years also attended the program. (DIPRO)

 

 

 

Petrol Pump tested for accuracy

ITANAGAR, Jul 8: Officials of Department of Legal Metrology and Consumer Affairs carried out inspection of petrol pumps in Bomdila and tested the petrol dispensing pumps for accuracy.

The team of officials led by Assistant Controller Tasso Gurro checked the dispensing machines of Petrol Pump under Kameng Transport Co-operative Society (KTCS) where the output was found to be within tolerable limit.

 

 

 

 

Plantation drive held at school

ITANAGAR, Jul 8:  Around 200 saplings were planted at the premises of Govt. Middle School, Poma here on Thursday last by students under the banner of Poma Panchayat Collegian Students as part of a plantation drive conducted to mark Vanamohatsava week.

Papum Pare district BJP unit, Teli Taya Camdir who attended the programme donated a ceiling fan to the school. Headmaster Teli Doho and Former Education Secretary, APPDSU, Tayum Taha were also present on the occasion.

Dalai Lama’s birthday celebrated

NEW DELHI, Jul 8: Tibetan exile community living in Delhi celebrated the 82nd Birthday Anniversary of His Holiness the 14th Dalai Lama on July 6 at Samyeling Tibetan settlement, Majnukatilla, Delhi.

National Convener of the Core Group for Tibetan Cause-India RK Khrimey, while praying for good health and long life for the Dalai Lama, reiterated that middle way approach adopted by Central Tibetan Administration Dharamsala is the most pragmatic solution to resolve Tibet issue.

He expressed the confidence that the Tibet will one day attain its freedoms and His Holiness will honorably return to Tibet.

Further, he said that Tibet's freedom will restore the historical boundary with Tibet and will ensure the national security of India.

City MLA Alka Lamba,  Represntative, Bureau of His Holiness the Dalai Lama in Delhi Dhongchung Ngodup were present on the occasion.

 

 

 

Society mourns death of IRBn jawans in chopper crash

ITANAGAR, Jul 8: All Nada Welfare Society (ANWS), Capital Complex itanagar mourned the tragic death of IRBn jawan Nada Umbing and prayed for eternal peace of the departed soul.

Umbing died in the recent chopper crash while helping in evacuating people stranded in Sagalee and Dambuk following massive landslides caused by heavy rainfall along with Indian Air Force.

He left behind his pregnant wife and two little children.

The ANWS unit appealed to the state government for providing immediate relief and compensation and appointment of an eligible member of the family in government job on compassionate ground as per the rule for the wellbeing of the family.

The society expressed gratitude to Indian Air Force, State Government, especially the Department of Police and Civil Aviation, local rescue team, NGQ's like All Hija Welfare Association, Itanagar, and other well wisher for their timely intervention and help.

 

 

 

Culvert collapses

ITANAGAR, Jul 8: A newly constructed culvert in Seren village, Nari under East Siang district has collapsed prematurely on Saturday hardly a month after its completion allegedly due to poor designing and use of substandard construction materials.

While informing this, RBSU appealed for an inquiry and demanded appropriate action against the concern department for premature collapse of the culvert.

 

 

 

Free health check up and awareness camp

KHONSA, Jul 8: The Department of Health and Family Welfare, Tirap conducted a free health  check up and awareness camp at Primary Health Centre, Dadam on Saturday.

Free screening for diseases like diabetes, hypertension, malaria, cancer and tobacco related problems were also conducted by a team of doctors led by Dr P Rakshit.

Medicines were also provide to the needy patients free of cost.

The outreach camp was organised to create awareness about hearing impairment and its prevention through National Programme for Prevention and Control of Deafness.
