China issues safety advisory for citizens travelling to India
BEIJING, Jul 8: Amid bilateral tensions over the Sikkim standoff, China today issued an advisory for its citizens travelling to India, asking them to take necessary precautions for their personal safety.
"It is not a travel alert. It is an advisory asking Chinese travellers to be careful," an official of the Chinese Foreign Ministry told PTI here.
The advisory asked Chinese people travelling to India to pay close attention to the security situation and take necessary precautions.
The advisory, which is in Chinese and has today's date on it, was issued through the country's Embassy in New Delhi.

On July 5, China had said that it will decide on issuing a travel alert for Chinese citizens visiting India depending on the security situation, playing down reports in the official media asking Chinese investors to be on alert in view of the standoff in the Sikkim section.

Eight people survive boat capsize

Roing, Jul 8: A boat capsized while trying to cross a diversion of Dotung River, 14kms from Bijari here on Thursday last. There were eight people on board.
Survivor Asha Lakra from Dambuk, while narrating her ordeal informed that the Sumo service that they boarded from Dambuk to Roing had promised them that they would cross the river which has huge currents during this time of the year, on elephants. However, to their dismay, they were forced to get into a small dingy boat on reaching the river, despite the presence of elephants, which have been the safest source of crossing the river in the area during rainy days. " Eight of us in a small little boat meant for two", she said adding that all their pleas for taking them via elephant as the boat was too small and cramped went unheard.
Reportedly, just as the boat had started moving, it started filling with water very quickly and before they could think of anything, the boat capsized, throwing all its passengers into the water. Lakra informed that all she can remember before losing consciousness is that she was under water and the old boatman was holding onto her by her wrist.
As per reports, the passengers were fished out from the water, at least a good 2 kms away from where the boat had capsized.
Three young men who later introduced themselves as labourers from PWD Assam came to their rescue after hearing the commotion from their camp that they had set up near the river bank, informed Lakra. They were later taken to their camp where they were offered water to drink while they rested, exhausted from their life threatening experience.
These three brave men jumped into the water to save the drowning passengers as they could not get hold of the rope by which they first attempted to pull them out, informed Lakra.
All property of the passengers were lost in the river.
Although a very grievous situation was averted because of the intervention from the brave men, the real question remains why the administration gave permission to dingy boat to operate in such weather conditions when the water level is high and very dangerous with high currents.
Education Dept starts transfer of teachers
ITANAGAR, Jul 8: The Education Department, while effecting mass transfers has stated that unequal distribution of teachers in various schools in the state is adversely affecting the academic health of the schools with majority of teachers in Capital complex and district headquarters.
It issued en mass transfer orders to 268 Primary Teachers and Trained Graduate Teachers within Capital Complex.
Another 563 teachers have been transferred in West Siang, East Siang and Lower Subansiri, the release added. The department also made it clear that excess teachers from these districts would be transferred to districts with fewer teachers.
The teachers who are on verge of retirement are exempted under the process of rationalization. The department also stated that in districts with access teachers, the number are not equally distributed leaving many interior schools short of teachers.
The respective DDSEs have been authorised to issue transfer order within the district. However, they have been restrained from carrying out any changes. An exercise was carried out in all 3317 schools across the state to know the exact figures of teachers in each school.
All four bodies retrieved
ITANAGAR, Jul 8: The bodies of Lt. P. K Singh and Flight Engineer Sergeant Gujjar were retrieved on Saturday near Hos Talam, in Papum Pare by the search teams.
The bodies were flown to IAF base at Tezpur for last rites.
The IAF helicopter, on a mission to rescue stranded people in Arunachal following road blockades had taken off from the Pilputu helipad near Sagalee in Papum Pare district at 3.48 pm on Tuesday for Itanagar. The remains of the chopper was found a later. It took three days of climbing down tough terrain to recover the bodies of those who perished in the crash.
Mortal remains of IAF personnel Wing Commander M S Dhillon and Lt Constable Nada Umbing were retrieved on Friday.
Wing Commander Dhillon's last rites were held on Saturday while Lt. Ct Nada Umbing will be laid to rest in Ziro on Sunday afternoon.
The search team comprised of six Dy SPs, 26 STF Commandos and 24 villagers from Hos Talam.
SP Papum Pare Tumme Amo informed that Inspector (T) M.K. Tripathy, a member of the search team was injured during the search operation.
Demand for prompt investigation to arrest journo attackers
ITANAGAR, Jul 8: Arunachal Pradesh Congress Committee (APCC) has demanded immediate arrest of the miscreants, who attacked the Associate Editor of The Arunachal Times inflicting grievous injuries.
Ranjit Sinha was attacked on Friday while he was returning home from office by four people. Police are yet to arrest anyone.
Condemning the incidents in its strongest term, APCC demanded that the culprits involved in such ghastly act should not be spared and they must be nabbed immediately and handed with exemplary punishment so that none dare to commit such crime in future.
Expressing serious concern over growing hostility against press persons, the Party further demanded the State Government to make provisions of providing security to press fraternity and also develop a foolproof mechanism to check criminal activities.
The party alleged that the concern raised by the people of the state through different media to improve the deteriorating law and order situation has fallen on deaf ears. It also accused the state government of playing with the life of the ordinary people by not taking any measures to contain the prevailing situation.
The Arunachal Pradesh Literary Society (APLS) has strongly condemned the physical assault on senior journalist and assistant publicity secretary of APLS Ranjit Sinha by unidentified miscreants.
APLS president Y D Thongchi and general secretary Batem Pertin, in a joint statement here, condemned the incident in its strongest terms and demanded the concern authority to take action against the culprits involved in the crime.
The All Arunachal Pradesh Public Transport Federation (AAPPTF) has condemned the incident and has demanded the state government and police to arrest the culprits and put them behind bars.
This is a matter of serious concern for the freedom of Press in a democratic country like ours. Justice should be served to the victim and stern action should be taken against the miscreants so that voice of the media is not muzzled, said a press release.

ITANAGAR, Jul 8: Common citizens are already paying the Govt for buying every commodity and goods from the market. We pay the Govt for buying Petrol/Diesel, for roads, for licences (Trading/Industry/driving licences), Service Tax, Entry Tax, CST, VAT), for vehicles (Registration, Plying Licence, Fitness certificates, Pollution certificates). We pay for Stamp papers. Every time we register an affidavit/lease deed/sale deed, we pay the govt.
We pay the Govt for electricity, water, municipal services. We pay the Govt for eating in a restaurant, going to a beauty parlour, watching a movie, flying in a plane. We pay for visiting a zoo, visiting a historical centre or a museum. Every time we use credit/debit card we pay the govt. There are toll plazas collecting taxes for using various roads and bridges. In fact we are taxed before birth and even after death!
If we have to construct houses, in addition to paying for cement, rods, tin sheets etc we have to pay for Gitti/Ballu, Stones etc. Today we have to pay for picnic spots also! The only thing available free for all is probably only ‘Air’!
To add to all these, we have to pay for many types of routine forms issued by the
Govt like Treasury Challan, Pollution forms, Trading licence forms, Application forms
etc. Citizens have to pay for ST/PRC forms, school admission forms etc. Patients
pay even for OPD Registration in General Hospitals. The system is such that many
officials are charging for stamps and seals. The officer signs inside the office
and stamps/seals are put outside the office by staff with charges varying from Rs
100 to 200/-
The other recent phenomenon is ‘Processing Fees’ charged in many offices. For most of these ‘almost legalised’ fees no receipts are provided. These ‘Legal Fees’ are taken by many officials with a straight face and without any guilt or remorse! It is surprising that common citizens pay these ‘Legal Fees’ without opposition. To add to these are the unaccounted charges at various Check gates and Nakas.
It is estimated this disruptive parallel economy is worth hundreds of crores! With this money collected from villagers and innocent public, the govt can finance infrastructure projects like roads, water system or school education can be made free!
Is the govt so poor that there is no money for stationary charges for routine forms like ST/PRC/OPD Registration etc? Are we so poor that we have to charge the common citizens for seals, stamps and signatures? One solution maybe is to fill up these forms online!
Like they say “There are no Free Lunches...!”. The only silver lining seems to be the fact that at least Arunachalese do not pay Income Tax! (The writer is a retired Group Captain of the Indian Air Force)
Bongkhar cut off
TAWANG, Jul 8: Bongkhar Circle under Tawang district is cut off from rest of the country. The circle has been cut off since Saturday after a large portion of link road between Bomja and Kharung was washed away due to incessant rainfall over the last few days triggering heavy landslide.

Lok Adalat settles 196 cases
ITANAGAR, Jul 8: National Lok Adalats held on Saturday across the state settled 196 cases of civil, criminal and bank recovery and realized compensation of Rs 77,61,849 from the defaulters.
The Itanagar Bench of Gauhati High Court also conducted Lok Adalat in the High Court premises presided over by Justice Ajit Borthakur, wherein a total of nine Motor Accident Claims Appeals were taken up for hearing.
The Justice expressed his displeasure over absence of the insurance companies during Lok Adalat for settlement of the motor accident cases.

Flooded Siku threatens bridge
PASIGHAT, Jul 8: Flooded Siku River is posing serious threat to Mebo area in East Siang as the bridge on NH 52 has been facing huge erosion because of the flood waters.

Society mourns death of IRBn jawans in chopper crash
ITANAGAR, Jul 8: All Nada Welfare Society (ANWS), Capital Complex itanagar mourned the tragic death of IRBn jawan Nada Umbing and prayed for eternal peace of the departed soul.
Umbing died in the recent chopper crash while helping in evacuating people stranded in Sagalee and Dambuk following massive landslides caused by heavy rainfall along with Indian Air Force.
He left behind his pregnant wife and two little children.
The ANWS unit appealed to the state government for providing immediate relief and compensation and appointment of an eligible member of the family in government job on compassionate ground as per the rule for the wellbeing of the family.

Culvert collapses
ITANAGAR, Jul 8: A newly constructed culvert in Seren village, Nari under East Siang district has collapsed prematurely on Saturday hardly a month after its completion allegedly due to poor designing and use of substandard construction materials.
While informing this, RBSU appealed for an inquiry and demanded appropriate action against the concern department for premature collapse of the culvert.

KHONSA, Jul 8: The Department of Health and Family Welfare, Tirap conducted a free health check up and awareness camp at Primary Health Centre, Dadam on Saturday.
Free screening for diseases like diabetes, hypertension, malaria, cancer and tobacco related problems were also conducted by a team of doctors led by Dr P Rakshit.
Medicines were also provide to the needy patients free of cost.
